Biographical information
Raymond L. Hiles was born June 23, 1894 in Garden City, Kansas. He received degrees in Education and Divinity from Yale University, The University of Texas, Hendrix College, and Southern Methodist University. He served as Superintendent of Schools in Kossee, Limestone County, Texas, and in Georgetown, Williamson County, Texas. When the United States entered World War I, Raymond was commissioned in 1918--being discharged on April 15, 1919 as a Second Lieutenant. He re-enlisted during World War II in 1941--serving as Military Governor of Cologne, Augsburg, and Swaben, Germany—being discharged in 1946 with the rank of Colonel.
After the Second World War, he was chief of training rehabilitation at the Veterans Administration office in Dallas, Texas. He was an active member of "Retreads," an organization of service personnel who served in both world wars, the Rosebud Lions club and the Methodist church.
Design rationale
Raymond and his brothers all used the arms of three domed triple-towered castles. The inescutcheon represents the city of Cologne, Germany, of which Raymond was the U.S. military general after WW II. The crest represents both his military service and his Christianity as a minister
